Atlanta, GA — December 9, 2025 | Vantem News & Press
Vantem, a leading provider of energy-efficient, factory-built modular housing, is proud to be building for the City of Atlanta’s Rapid Housing Initiative—the Waterworks and Cooper Street developments. The Rapid Housing Initiative is an effort to deliver 500 rapid-housing units by the end of 2025, along with support services that include case management, mental health care, and workforce development.
Atlanta Mayor Andre Dickens, and project partners—including Atlantica Properties, Partners for HOME, Niles Bolton Associates, The Beck Group, and Vantem—celebrated the Waterworks ribbon cutting on December 3, 2025, marking the completion of 100 modular studio units.
At the Cooper Street site—where Buckhaven Construction Services joins the same project partners as general contractor—site work is nearly complete, with module setting planned for mid-December. Once installed, the 112 Vantem-built modules will expand Atlanta’s permanent supportive housing capacity and further support the city’s goals.
“The City of Atlanta is proud to partner with Vantem to bring these highly efficient modular transitional housing options to the city, which will ensure some of our most vulnerable communities have access to dignified and safe housing,” said Mayor Andre Dickens. “Our work through our Rapid Housing Initiative continues to provide innovative housing options in the city, helping us serve the community and providing an opportunity for all.”
Project Highlights

About Atlanta’s Rapid Housing Initiative
Mayor Andre Dickens and the City of Atlanta are committed to delivering innovative, high-impact solutions to address homelessness and housing insecurity. Through the Rapid Housing Initiative, the City is accelerating the delivery of deeply affordable and permanent supportive housing (PSH) across Atlanta —transforming underutilized land and properties into homes for individuals and families in need. This effort includes key modular developments like Waterworks and Cooper Street, delivered in partnership with Vantem, alongside a broader portfolio of rapid housing projects citywide. The City has set a goal of creating 500 units of Permanent Supportive Housing. Through a portfolio of projects citywide, we have already reached this milestone—with 500 PSH units included within 1,161 total units of housing now completed, under construction, or in development.
